• Our program provides assistance to home owners whose primary residences were damaged or destroyed by a natural or manmade disaster;
• Or individuals who face displacement from their homes due to disaster-related income loss;
• Or whose homes are inaccessible due to road, bridge, and culvert or driveway washout;
• Conduct high quality inspections of disaster damaged dwellings as the basis for determining the kinds and amounts of assistance to be provided to individuals and families.
• Providing processing services of JFO's of disaster applications which provide assistance to individuals as quickly as possible while ensuring proper stewardship of federal funds;
• Maintain the capacity to provide housing resources through the state of North Carolina or FEMA for disaster victims and;
• Continuously evaluate the effectiveness of our programs and systems, on the basis of feedback from our SERT partners, disaster victims, the community and local government to improve our delivery of services to best meet the needs of those impacted by a disaster.

Vision
As with FEMA, the North Carolina Division of Emergency Management Individual Assistance Program calls for the development of a national emergency management system built on a partnership of the three tiers of government (local, state and federal) with voluntary agencies, business and industry, and individual citizens focused on saving lives and property and reducing the effects of disasters regardless of the cause.

In the context of this vision for emergency management the vision for Individual Assistance Program stresses working with our partners in the state, volunteer community and other federal agencies in the delivery of high quality and timely assistance in response to the needs of disaster assistance applicants.
